Dr. Carl Decker (J. Carrol Naish), a mild mannered San Francisco optometrist, is really a Nazi spy and saboteur. One night he is robbed of his secret code book that also lists every enemy agent in the U.S.! Together with sadistic S.S. killer Marlow (John Carradine) they devise an elaborate plan to get the book back. As Marlow begins to take violent action against the suspected book thieves, an innocent man winds up getting framed for murder.
