Description by OLDIES.com:

Jerry Harris serves seven years for a crime he didn't commit and leaves prison obsessed with a single thought - to murder Jim Blake, the gangster who framed him. Jerry finds himself at the Friendship Mission, run by the virtuous Brother Jacob. The trust of Brother Jacob and the love of Blake's former girlfriend Molly are healing influences that help Jerry shed his bitterness. But there are bumps on his road to redemption, like the ruthless owner of a neighboring flophouse and his efforts to destroy Brother Jacob's mission.

A Depression-era drama of breadline saints and sinners, Soul of the Slums is itself "redeemed" by its colorful assortment of players: popular silent movie leading man William Collier, Jr. as Jerry; beautiful Blanche Mehaffey (of Devil Monster infamy) as his girl; James Bradbury, Jr. (Mark of the Vampire) in the comic role of a mute pickpocket; and perennial Laurel & Hardy nemesis Walter Long as the rival flophouse owner who gets the psalm-singing Friendship Mission residents a step closer to Heaven - by blowing the building sky-high!

Product Description:

A dedicated priest sets up a mission in the slums of a great metropolitan city, hoping to clean up the community by cleansing the souls of its denizens. The plot concentrates on one of these unfortunates, a falsely accused convict played by William Collier Jr. Released from jail, Collier returns to his tenement neighborhood, seeking revenge on the man who framed him. But upon meeting mission worker Blanche Mehaffey, the ex-girlfriend of his would-be victim, Collier vows to change his ways. He also sees to it that his two ex-cellmates (Murray Smith and James Bradbury Jr., a sort of poor man's Laurel and Hardy) will likewise follow the straight and narrow.

Breadline Saints and Sinners Movie Lover: from BRISBANE, QUEENSLAND AU -- May, 15, 2014

The grainy, poor quality of the print actually
gives the film the sort of realism you see in
documentaries about soup kitchens and
breadlines etc. Other than that the story is
the very standard one of an innocent man
being sent to prison and on his release just
itching to administer some rough justice on
the real criminals.
Along the way Jerry (William Collier Jnr.) gets
to know his enemy's cast off mistress, Molly.
It is sweet Blanche Mehaffey who doesn't
really convince when she tries to talk tough,
she's just too much of a sweetie, but comes
into her own when she becomes a staple at
the free food and bed mission and convinces
Jerry to forget about revenge and go straight.
Even though he only has a couple of scenes,
Walter Long, as the bad guy who wants to
bring the mission down, gives his role dimension
and definitely stands out from the rest of the
cast.
