Pressed into service as the leader of a government-sanctioned death squad that eliminates a wily emperor's enemies with a deadly flying guillotine, Ma (Tai) becomes a fugitive from the law after fleeing when one of his fellow officers is brutally killed for disobeying orders. Though able to begin again with a new life and family, Ma's past returns, forcing him to invent a new, deadlier weapon to combat the guillotine wielded by the Emperor's warriors.
