Just as China is taking Hong Kong from the Brits' control, Logan (Tony Leung) and his gang rise through the ranks of the country's criminal hierarchy through a series of high profile kidnappings. Hong Kong's and mainland China's police forces catch wind of this and become highly concerned about the issue, so they enlist the help of explosives expert and undercover agent Sky (Louis Koo) to infiltrate Logan's gang and send inside information to the authorities.
