Prison guard "Fast-Walking" Miniver (James Woods) doesn't spend too much time worrying about right and wrong. He gets stoned while on duty and solicits johns for the local whorehouse. But Miniver's choices are about to become a lot more difficult: his cousin, incarcerated in the jail where "Fast-Walking" works, lets Miniver in on a plot to knock off black militant William Galliot (Robert Hooks). However, Miniver has already accepted money to facilitate Galliot's escape. Now "Fast-Walking" has to decide whether to kill Galliot or help him... and either way, someone's going to be very angry.
