Description by OLDIES.com:

Robert Palmer quietly endures the stone walls and misery of prison, dreaming of the day he can return to his family. Sent up for two years, Palmer hopes to keep his incarceration a secret, so as not to break his mother's heart. His homecoming surpasses his wildest fantasies, and Robert is able to return to his life and his job at the bank. Despite his success, he is plagued by paranoia and afraid of the prejudice he would face as an ex-con. When a bank robbery threatens to expose his past, Palmer is forced into a violent struggle that will either send him back to prison or redeem his name.

The producers of The Penal Code intended it as a cautionary tale to warn children that crime does not pay, painting a grim picture of the horrors of jail and the suffering that all convicts undergo.

Product Description:

A two year stretch in jail sees Robert Palmer (Regis Toomey) undergoing the stresses and strains any inmate faces. But Palmer also aims to keep his time in prison a secret, mainly so that his mother doesn't find out. Once released he manages to pull himself together and get his life back on track--even returning to the same bank job he occupied before his misfortune. But an explosive incident threatens to send him back from whence he came, leading to a nail-biting finale to THE PENAL CODE.

"Do You Happen to Know Where Brisbane Is"? Movie Lover: from BRISBANE, QUEENSLAND AU -- July, 5, 2014

Regis Toomey made such an impact in "Alibi"
but he was destined to spend much of his long
career in programmers.
He played Bob Palmer in this film which tried
to go for the "social protest" film by depicting
how uphill life could be for a someone who has
done time in prison and now wants to turn over
a new leaf. None of his family know that he is
in prison (for a crime he didn't commit, of
course) - in fact he uses a courier service that
sends letters from prisoners from wherever
they choose. He has opted for Brisbane,
Australia and the mother's constant question
at the beginning is "Do you happen to know
where Brisbane is"?
Once home he is even reinstated at his old
bank - where his problems first started, and
takes off where he left off with his girl. But
there is a fly in the ointment - and if there
wasn't it would be a pretty boring movie. Jim
is not impressed with Bob pushing him out of
the picture as regards Margie and hopes soon
to send him back to prison for a longer stretch!
For a "no frills" film it does try to tackle a serious subject.

Penal Code and the Depression Movie Lover: from Pittsburgh, PA US -- July, 8, 2005

Had lots of atmosphere and very invocative of those times - perhaps a tad far-fetched in places but still a very clever story, loaded with early 1930's ambience.
